Cos, IMO don't think they have side tracked. But more likely the second option you have mentioned. But would not really put that under the negative.
Equipment has been brought in to control the well before disconnecting and moving the OM. At the end of the day CVN & Quadrant need to make sure the well head is safe and accessible at a later stage.
