In answer to your question, yes I believe we do have that much in the ground plus it should be far easier to mine than MP's. Grades (from memory) were around 6% incl. 1.25% NdPr, I could be wrong, China will correct me. MP have a greater value "weighting" because (as you correctly say) they are already producing. Best wait for the BFS when all will be revealed and detailed comparisons can be made.
