HELP. Does any of this apply immediately or as it states, can be recouped at settlement time?

Before you castigate me, let me say I did look at my hard copy, but it will be out of date next Tuesday!
And it's not something I'm well suited for, so horses for courses.

I signed up for the cheap and nasty no-frills version of service, but nowhere could I find amongst my paperwork the title of the level of service allotted. Certainly nothing like "Wealth+", so it is hard for me to ascertain if/when and how the above applies.

I am just assuming it does and that is $3300 just to get to the starting line!

Anybody care to confirm and the mechanics of how this works - please? eg They subtract fees post exchange - yes/no?
