Good question, I think the first thing to be in operation will be a circuit to extract all commercial RE's from the Imported Concentrates Followed or including a Nd Pr separation circuit.
The building at Saltend is reportedly capable of housing at least four product lines so there is plenty of space to install a second Con-NdPr line AND a HREE line when required.
There are several other buildings on the site so I would expect that other Process' could be self contained.
