The manipulation you refer to is nothing new, in fact IMO KNL is one stock that it happens too less compared to others I follow.
I wish you all the best with the reporting of this and look forward to reading the outcome, but I think it will be in vain.

As I'm sure you're aware the open on many stocks (blue/heavy traded ones) is crazy as the price range of buy\sell is all over the place before it settles, people lose a few cents by simply not being aware of what they could sell a stock at - we don't worry about them, in fact many on here (HC) are trying to pick up on those loose lower value shares.
So the person (lets be honest it's probably a bot) IS allowed to sell a share at a lower price, its just annoying that doing so, they know it will dip the SP by that action ( yes manipulation IMO) but I doubt its illegal.

The questions that should be asked if it was manipulated up would you report that ? and why was there not enough buyers at 0.165 ?
