Share Price Manipulation

As pointed out by @stockyclint a few weeks ago, there seems to be a permanent bogus sell order of a single block of 350-450,000 shares which moves up and down with the last selling price, but always a couple of cents above so it never gets executed. It disappears at the end of the day and reappears next morning. Clearly designed to give the impression that a big block of shares is about to be dumped - at least that's my interpretation. For example, this morning (22/9) the SP was 83 cents and there was a sell order for 370,696 shares @ 85.5 cents. Later, when the latest SP was 85.5 cents, the sell order for 370,696 shares was at 88.5 cents. SP dropped to 84.5 cents and sell order for 370,696 shares had magically dropped to 87 cents. No idea whether this is illegal but I have submitted a "Report of Misconduct" to ASIC.
