I can't find the original post, but the quote from the EPA phone call was definitely for a resolution within "60 days of last receipt of supporting evidence", recognising that this was on a phone call, and the EPA rep said it is a target and not written into law or policy.
To put it in simple terms, my take is one Day 1 post appeal the EPA forward a question "have you considered flooding", on day 10 you send back your flood model, a reference to the application section that discusses it, as well as additional commentary about how your model and reporting considers and deals with flooding, and then the EPA endeavor to come to a resolution by Day 70.
So really, we are waiting depending on how long it took AVL to respond, which if it required additional studies could be a lot longer than ten days.
