If by 100% financing, anyone means some combination of banks will write them checks for $2 billion dollars, its not going to happen. There is a way for them to get financed, without diluting shareholders. That would be a streaming deal. Someone super horny for nickel and cobalt sulphate writes them a check for a billion in return for X amount of the stuff per year over the life of the mine. The other Bil they could get from traditional financing, or maybe [probably] they will have to give up some shares too. But a huge streaming deal could make this happen without an absurd amount of dilution, it makes as much sense to me as anything.
