I'm sorry, but much of your post didn't really make much sense to me, especially 'TATA financial reserves'...
If you're suggesting (and I think you are) it's more preferable that an applicant not be able to demonstrate they have other means that could clearly fund or especially part fund what it is that they're trying to obtain funding for from the ALDP, again I'd say you're clearly misconceived.
It defies logic that the ESI board would rather prefer applying for Government funding than having secured in place a CSI that could/would pay for the very thing they're seeking a Government handout for (and a partial one at that) in the first place.
