CAB have been charging service fees on credit accts and cards since the 1980s, well before surcharge allowances in 2003.
It is and always has been a service fee.

Allan Fels has an agenda given his background and has no general idea about the taxi industry
A good analogy of the taxi industry worldwide is given at http://www.taxi-library.org/revdoor.htm by Professor Dempsey who quotes from a powerful essay by Garrett Hardin, "The Tragedy of the Commons".
This basically rebutts economic theory and people like Fels as far as the taxi industry is concerned.
