Not a reply to your post but some thoughts.
luckily I held BCI from way back, and still do, so have some idea of the cost to get DSO to the train. And the total might surprise to the downside. Unless benefication is required....is it for at least some of the FMS deposit?
Mining can be done by "contract mining", BCI and PLV are examples. So all of the infrastructure cost is not a charge to FMS.
I think BCI needed about $M50 including about 60km of haul road. And were lent this softly for discount IO.
