i believe the real concern in the market is the Dargues project, it will burn cash in short term and unknow profit or maybe lose in long term. hence the cash doesn't back the SP. Share holders don't get benifit from the cash. the risk of holding is low as there is no concern of dilution in short term, however it could stay at low price for long term.
