Check out PK's post a bit after mine, he explains nicely why they try to do it - but essentially it is to bait legitimate "sellers" into selling to them which allows them to accumulate more. They are selling and buying their own 1 or 2 shares so their net holding does not change, but they're trying to catch other holders out and getting them to sell their holdings to them at the lower price.
