Regardless if they have complete confidence in a successful launch sometimes things don't always go as planned and launching a rocket into space with untested (in space) satellites has its risks. I would rather management be prepared for the worst and raise at this price then something go wrong and them need to raise money at a much lower share price. I have full faith in a successful launch but know how life can always throw a curve ball your way when you're not expecting it!
