all things being equal satellites, in all their wonderful sizes, shapes and forms, are actually pretty simple tech. glorified relay stations. flight control mechanisms are well understood technologies these days and we arent trying to land on something so technology risk is pretty minimal. short of ref, green, blue not turning on id say its pretty low risk overall.
besides you dont strap something to a rocket at 25k a kilo without testing it to enth degree.
