Maybe, maybe not. There was clearly some holders willing to sell into fresh demand in the 4's last week, not totally surprising given the SP has spent close to 18 months ranging in the 3's and below. We have a classic basing period on the chart though so we are set up for a solid advance whenever enough news (indue deal, debt funding, additional acquisitions, increasing revenues, profitability, dividend, yada yada yada...) creates the demand to push the price through any remaining stale supply (or short term profit-taking) - imo.
