It's probably important to note that the price target would also depend on the particular institutions position in a stock. We saw recently Wilson's has a price target on LVT at 24cents, I'm assuming they probably wanted to accumulate at lower levels so set a target that could scare investors off and send the price lower, yet an institution that holds a position would probably set a higher target as it could influence investors pushing the price up so they don't miss out as these announcements are made
