If you have a patent that gets violated, then you can spend a bundle of cash and time trying to squeeze more cash out of the guy who infringed your patent.
If you have technology that is classified as top secret and someone violates that secrecy, then the government either ensures that they promptly shuffle off this mortal coil, or they simply vanish without a trace, or they get arrested, given a show trial and locked up for many many years.
Obviously, the protections against intellectual piracy are far far greater in the latter case.
