there are a few big nominees companies on the register as top 20 holders - they will be the ones loaning the shares out. Yiu can look them up towards the end of the annual report.
I had a brief look a few months ago to understand when the shorts increased last year - from memory it was mainly between July and Nov or Dec - the SP was higher or around the same price as it is today, So other then churn of short positions the short sellers are not really suffering that much - maybe only reduced their profits.
I might need to go and make sure my comments above are right.
