If (as they say) LIST is only at TRL/4 and is now wishing to set up a facility at Oak Ridge to advance their product - they really are not in a position to provide (or even offer to provide LEU to the DoE by 2028. IMHO what LIST are attempting is to compete with Centrus for military enrichment in the 2030's - the problem they face is that their technology (like Silex) get less effective at higher 235U assays using the 15.916/3 μm (unless you re-tune the laser resonant frequency for 238U separation - i.e 15.931/3 μm). Their problem would be that diffraction grating would all be precisely tune to the former resonant frequency and are not easily re-tuned - this must a very precise (and stable). Te issue is that the military want HEU (90%+ 235U) and at the assay LIS would be inefficient unless you re-tune for removal of 238U with either Silex or CRISLA (since they both use lasers) but would still not be particularly efficient in the 30% to 70% enrichment assay range with either laser technology (actually 3 times worse with CRISLA since the gap between the 238U and 235U resonant frequency is 1/3 of that for Silex)
