A lot of value-investors get badly unstuck because they mistakenly believe: (the market is not perfectly efficient) = (the market is very inefficient). I've learned through bitter experience that the market is far more efficient these days than most individual investors give it credit for.

The voting machine vs weighing machine quote is from Ben Graham, who lived in a very very different epoch to today, when information was far scarcer and costlier to obtain than today. It might still be somewhat true, but it is definitely far less true today than when Graham first said it.
