funding for haleu is provided as silex stated recently. (not out of the question completely)
From silex disclosure we know the full scale pilot is being built now, with the program finnishing around 2025. What I'd like to know is when the pilot comissioning phase is due to start. Having the pilot running would not be an insignificant step I would think.
