There is no official way of finding out who the specific stock lender is, although the total short interest on any given stock is publicly avail able, you can google it. I don't think that knowing who the stock lender is would be particularly relevant.
Stock lenders are basically just longs who want to slightly juice up their returns by lending to shorts. The decision to lend to shorts is simply a policy decision made at the portfolio level, it doesn't say anything much about their view on any particular stock. If anything, stock lenders are going to be more bullish on a given stock than other holders because by lending their stock, they lose the ability to quickly sell, so they need to be more long-term minded.
