Could it also be that the looming russian uranium ban would benefit Silex more than Centrus?
Centrus imports Leu from Russia, Silex has the ingredients for 30 years of production already sitting in containers at Paducah.
Yeah, Centrus will also build an enrichment facility in Ohio and has (16 maybe) centrifuges operating. Gle may be close to starting up the test loop that would, if sucessfull produce samples as well. So they may be catching up fast.
At maybe around double the capital cost of Silex and no claim that I have heard of being more efficient than Urenco or orano centrifuges per swu, Centrus may have haleu and the smaller military use market to supply as their best option rather than the larger civillian power generation market.
