It isn't a massive amount but a lot of it has to do with the fact NEU is in the ASX 300. More funds have a mandate to own the shares by a virtue of this, but they are also more likely to have lending agreements in place to facilitate short selling. As others have mentioned this could also be a fund hedging their own long position. The short position has risen to 2% of the stock which isn't a lot but consider how low our volume is on a regular trading day it's a decent chunk. I thought I would see the short position reducing from Monday-Wednesday last week given the SP spike, but I was wrong, so I am learning more each day that I am just as clueless as everyone else
