IMO the current number of shorts, when combined with the (lack of) liquidity and daily volume tells me the Shorts are predominantly a Hedging position as opposed to sentiment driven.
No trader would entertain a true short position of this size, as they want/need it to be coverable in a day's trading (or less) to exit if the SP strengthens.
