Sean it isn't posturing and nor should it be. Management has been saying the same thing the whole time sooo not sure your correlation is accurate. They have to keep moving forward as though there is no TO offer because at the moment we don't have one and one may not eventuate, as low probability as that might seem. By moving forward they continue to add value anyway so it would be silly to just stick your hands in the air and do nothing whilst waiting/hoping for a TO offer, not to mention the dubious ethics of such a move for sufferers.
