I don't believe this is true even though I don't believe they will run concurrently (perhaps some crossover). They have plenty of time to hire and/or use trial contractors to ensure they can run these in parallel. Also you're saying the CEO whose statement has been clear, is doing something pointless, which doesn't add up given his record to-date.
