Given the amount of work required for short-listed candidates to prepare proposals (including seeking binding advice from Territory regulators), NEU internal evaluation, and the preparation of detailed contractual documents, I would be surprised if an ROW announcement was made prior to the end of 2023.
The matter is further complicated by the need to assess single ROW candidates, and various Territory candidates.
My personal preference is for Territory partners (a la North America for Acadia). Administering the contracts will be more complicated, but the requirements can be more easily customised for each Territory (and its regulators).
