if "test the partnering landscape" isnt a euphamism for "Have BP representatives take a ticket, get in line, and show us the colour of their money" then I'll eat my hat."

No euphemism at all. He's literally talking about whether NEU takes 2591 to Ph3 itself or partner's similar to what they did with trof.
Nothing to do with TO offers. Where in that presentation yesterday did he even hint at TO offers?
