My understanding is that transhipping (barging sand and transferring at sea) is far cheap option than building a long jetty with conveyor belts.

Weather issues will be there no matter what. Cape flatter are able to get through cyclone season so it must be achievable. Funnily enough, it is the wet (Cyclone season) when the seas around Cooktown are the calmest due to the Northerly winds.
