In short. Yes of course not all eligible holders will apply and some won't apply for the full, thought that was pretty obvious.
The intention was to highlight the tightness of the SPP being offered by illustrating the hypothetical "if" everyone applied. The hope that others would apply a common sense sensitivity analysis, reducing the number who apply to say 50% i.e. ~$3k or even just 25% at ~$6k received of $15k.Regardless the scaleback would be significant, which was my point.
Perhaps I give other posters too much credit, or you give them too little.
