The blurb for all BPAY payments (gas, electricity etc) usually says to contact your bank to set it up. I didn't have to do anything in particular to get BPAY to work. It was already functioning for each bank I dealt with (about 6 different banks).

Just go to your bank's website and look to see if it has a BPAY function (it may be called something like "Pay A Bill"). After you select it, you specify the account from which the payment is to be made, the date on which the payment is to be made (you can set up the payment to happen weeks in advance) and then enter the Biller Code and Reference Number that the payment document says you must enter (QBE document in your case).
