I reckon they will grab all the cash and overs. no scale back (even if they got more).
If you go by the SPP rules, paying BPAY on the 19th doesnt guarantee they will honour it as BPAY's terms of trade are something like they have up to 48 hrs to process your payment (and wont necessarily be received by the cutoff of 5pm). https://www.beyondbank.com.au/need-help/when-does-the-biller-receive-my-bpay-payment.html#:~:text=A%20biller%20will%20receive%20your,after%20your%20complete%20the%20transfer.
in any regard i think WBT will grab it all even if paid on the 19th but received after
