Share Purchase Plans never have a 100 per cent takeup rate, although some can be oversubscribed.
Companies such as SDF routinely accept oversubscriptions.
'Widows and orphans' (to use the ancient saying) may not have the money to take up an allocation, or decide there are better opportunities elsewhere. Some don't read emails or even physical mail, hard as it is to believe. While I am cautious to claim sophistication, some investors may be relatively uninformed, and not understand why it can be prudent to invest in SPPs if the company (and SP) are doing OK.
