With the $1.5m cap I don't really thik the company was after to many dollars. I am sure they could have got that amount fron the sophisicated investors. Probably wanted to give us small blokes a go to get some at 1.5 cents.
I think they will get the $1.5m easily, so if people want volume they will need to buy on market, which looks like some are taking advantage of.
Could be wrong. Time will tell.
