Yes a very interesting situation indeed.
Go back and have a look at page 30 of tghe PAB prospectus...most of the pre-IPO shares were bought for an average of $0.04...the bulk of these shares come out of escrow on 13 July.
It appears they're trying to pump up the price with this rights issue to give them flexibility to sell their cheap pre-IPO shares on the market.
Give with one hand and take with the other, quite clever.
