It could be crudely summarised thus: "How can the USA control the bulk of semiconductor chip manufacturing and equipment containing chips?"
It considers which "friendly" countries would be best suited for the USA to work with in future.
And how can the USA best starve Russia of chips?
Australia barely rates a mention.
I'm just not sure of the relevance of this report for AXE.
