Yep it adds people that otherwise wouldn't be able to buy into the market therefore pushing up prices especially in the lower end of the market.
The best thing the government could do to make housing more affordable is to shut down all the first home buyer schemes, stamp duty subsidies etc. Prices for entry level properties would immediately slide. This has a flow on effect to those upgrading as they sell their initial property for less.
