To serve a s203D notice is 5%+ shareholder required or can any shareholder serve it?

An s203D can be served prior to their AGM and they can include it in their AGM. From http://www5.austlii.edu.au/au/legis/cth/consol_act/ca2001172/s203d.html

(2)  Notice of intention to move the resolution must be given to the company at least 2 months before the meeting is to be held. However, if the company calls a meeting after the notice of intention is given under this subsection, the meeting may pass the resolution even though the meeting is held less than 2 months after the notice of intention is given.

SO CTL delayed their AGM to end of January 2019 but have failed to send anything about it, so seems there's no meeting and at this stage no explanation or extension. Then the new con-note is due in February and we've heard nothing. Like seriously, WTF?

And WTF with raising at 0.004 when the SP is 0.009 on some 5/2 offer? Blow the SOI out to massive dilution and tank the SP to SFA!!!

We don't hear much, we don't hear about how operations are progressing, what is happening with the AGM, the recruitment of Directors etc.

If the cost of mining exceeds the revenue and we're going backwards then a change of strategy is required so it is profitable. There's talk of a gold price boom coming and that could mean we drill more, expand the resource with more precision and take the higher grade ore with a lower cost workforce etc and when the time is right then mine it ..... mining to go broke is stupid!

Q3 last year in 6 weeks they mined and got $6million .... so in Q4 how much $'s .... double maybe?

And WTF with being in suspension for months?? What sort of crap is that, you couldn't just expect some 1billion shareholders to be happy about that ...... this is 2019 now when we're supposed to be getting our $1million/month FREE CASH-FLOW! But hell no, we're fuggen suspended between a rock and a hard place called MUSHROOM
