My guess is that Toad has already tried to negotiate with OCJ and already know their price to sell their stake in FMS. My guess also is their procrastinating at the price so reluctant to offer to buy from minor SH at a lower price as it would only strengthen OCJs grip if they held the last 21% before a compulsory mop up of any remaining shares under the 10% rule. Just my opinion!
