weak minded, low willpower, low self esteem.

e.g. continuity of government-style rulership.
any move to anarchy must be progressive, step by step.
the shock of going from slave directly to freedom would be too much for the brain of billions of people.
a slave beaten 5 days per week wants to be beaten 4 days per week. being beaten 5 days per week and then no days would be too much of a shock.
