Shareholders entitlement

looks like the general shareholder may be missing a nice bite of this cake when you break down the numbers.
$2,000,000 divided by $0.085 equals 23.529,411 shares to be issued.
2500 shareholders on the books (2017 annual report)=9412 shares each, worth $800 if we all apply and its averaged out.
The $15000 cap for holders would yield 176,471 shares if you got the full money's worth. lets assume 50% of holders are not interested the most we could purchase would be around 19,000 shares or $1600.00 worth.
I did not see any matrix on how the numbers would be allocated if some holders asked for smaller amounts.
I would have preferred to see a greater limit available to existing holders even to the extent of the full amount of the raising.
