I am no expert by any means on takeovers but I seem to recall reading that if the offer lapses, all those shareholders that sold off market to Todd at 2.5c would not benefit from a further price increase from Todd.
Knowing how Todd behave, I would guess that let the offer lapse for a day before submitting an improved offer.
