With reference to the original post by sachinsyd, if shareholders don't like it they can vote it down.
Only the first tranch of 15m can get issued without shareholder approval (15% rule). The second tranch needs share holder approval.
Hopefully the SP stays at this level and they can have a re-think about the issue price of both the 1st and 2nd tranches.
BTW - I had to lookup what "usurped" meant
