I would be surprised if KEBA low balled their offer.
The old Australia Post used to have procedures to ensure that they didn't get caught up in contracts that were susceptible to action under the WTO anti-dumping rules. If KEBA's tender offer for the supply of lockers is below the price they sell their units in Europe it would be actionable under the anti-dumping rules.
If they got caught up in this, it could be very very messy for AP and KEBA. Someone would be left holding the bag for the anti-dumping duty bill.
They wouldn't have been dumb enough to fall into this trap.
