This has been circling for a few months now. It would be a hard task seeing as to who is behind it all. Would be interesting to see if it was implemented as to volume decrease in trades as there r some estimates that HFT accounts for 50-70% of volume. Until common sense rules the world (it never has) I think it would be here to stay until it can be hidden under som new banner as to show they got tough with it....
