Insider trading is illegal, why do you expect insiders to tell others that they are trading their company's shares when they will get jailed?
What you are referring to is the purchase of shares by directors out of their own pocket, and that's subject to a trading window, they can't trade shares any time they want, they can opt to do so when company's information that's considered sensitive is already made public to the market. E.g. after financial statement releases.
They can be paid in shares, but that's subject to HR, and some are also subject to shareholders voting.
