Hi Alex, if you dig into GGG announcements you will find the deal GGG struck with Shenghe, it's also referred to in GGG's Financial Statetment in the Director's Report section. Apparently Shenghe can invest up to 11% of GGG's equity base to avoid dilution in future equity raises, and that's pre-approved by FIRB, in other words no further approval is required as long as Shenghe holds only 11% equity.

Shenghe doesn't have to be the only source of funding, I'm sure other institutions and banks will be salivating to fund the project. Also, you haven't thought about the retail market. I wouldn't be worried about funding once the project is approved.
