Individual solar installations serve a useful purpose in that they reduce load on the grid and they produce the most power during a convenient peak period - hot summer days - when blackouts tend to occur. This makes them worth a bit more than the equivalent in power station output. However I agree that they are not the most efficient means of power generation and seem to be some sort of pet project of Peter Garret so obviously the treasurer has given him this in order to shut him up about the pathetic lack of money for genuine clean energy projects.
